Privacy policy

The LGU Ormoc City Scholarship Office is the data controller for information submitted through LingkodScholar. The platform is hosted by service providers acting as data processors on behalf of the LGU.

Applicants provide the following information:

• Personal information: name, date and place of birth, sex, civil status, citizenship, religion (optional).
• Contact information: email address, mobile number, Facebook account (optional), residential address, ZIP code.
• School information: current school and school address.
• Family and household information: parents' names, addresses, occupations, monthly income, number of siblings, and guardian contact details.
• Educational background covering elementary through college.
• School and course preferences (first, second, and third choices).
• Uploaded documents: 2x2 ID picture, Barangay Clearance, and Certificate of Indigency. Additional documents such as the CSDWO Certificate and final requirements are recorded as they are submitted at later stages.
• Stage results and schedules recorded by LGU staff as the application moves through the process.

The information is collected to evaluate scholarship applications, schedule and record physical activities (examinations and interviews), communicate updates by email, and, for approved scholars, to track program compliance. Information required by law or administrative rule may be retained beyond the active application in an anonymized audit record.

Access to applicant records inside the platform is restricted by role. Applicants can see their own record only. Authorized LGU Scholarship Office personnel can see applicant records to evaluate and process applications. CSDWO information receives additional access controls and is visible only to authorized personnel.

LingkodScholar sends email notifications for stage submissions, stage decisions, correction requests, rejections, and scholar activation. A record of each email sent is kept in a delivery log that stores the recipient email, the event type, and the timestamp, but does not store other personal detail from the application.

Applications that are approved and become active scholar records are retained for the duration of the scholarship program and for any period required by LGU rules afterwards.

Applications that are rejected, and applications that are never submitted, are removed from the active system seven days after the application period ends. Removal includes personal information, uploaded documents, and application history. A minimal anonymous audit record is kept for reporting: it stores only the stage at which the rejection was recorded, the recorded reason (free text), the timestamp, and which staff member recorded the decision. It does not contain the applicant's name, email, or documents.

Application data is stored in a managed database. Uploaded documents are stored in an object storage service accessed through short-lived, signed URLs only. All access is over encrypted connections.

You may contact the LGU Ormoc City Scholarship Office to:

• Ask what information is held about you.
• Correct information that is inaccurate. During Stage 1, the LGU can also send your application back for corrections, which temporarily unlocks the profile and documents for you to edit and resubmit.
• Request removal of your data outside the standard retention schedule, subject to LGU rules and any legal or administrative retention requirements.

The platform uses only the cookies strictly needed to keep you signed in and to remember your session. It does not use advertising cookies or third-party trackers.

This policy may be updated to reflect changes in LGU procedure or in the platform. The date at the top of this page shows when the policy was last updated.
